GPCB consent fees (Gujarat Gazette, 17 October 2018)
GPCB fees come from the Gujarat Government Gazette notification of 17 October 2018 (amendments to the Gujarat Water Rules and Gujarat Air Rules). Two kinds of fees apply:
1. CTE / NOC processing fee — one-time, by capital investment
Levied once (under the Water Act or Air Act, not both). Capital investment = gross fixed capital investment without depreciation.

Late applications pay the fee structure prevailing on the date of application.
2. CCA fee — per year of consent validity, by sector and scale
Charged per year of the consent period. Examples from the gazette's sector table (Table-B): textiles ₹10,000/yr (large) / ₹7,500/yr (medium); petroleum refinery ₹20,000 / ₹10,000; incinerators ₹20,000 / ₹15,000; waste recovery ₹10,000 / ₹7,500; tyre & rubber ₹20,000 / ₹10,000; asbestos ₹20,000 / ₹15,000; food & agricultural products ₹20,000 / ₹15,000.
Small-scale industries of any sector: Red ₹4,000/yr · Orange ₹3,000/yr · Green ₹2,000/yr.
Sectors not named in the table pay the "any other industrial plant" rate: ₹20,000/yr (large) / ₹10,000/yr (medium).
White category units are consent-exempt (GPCB Office Order of 5 June 2025) — no CTE or CCA fee; only an intimation to the Board.

Other costs to budget
- Environmental Clearance (EC) consultants and public hearing, for EIA-notified projects
- ETP/APC capital and operating cost — the real compliance cost
- CETP membership in notified estates; TSDF / common incinerator membership for hazardous waste
- Schedule II environmental audit (annually, for specified Red units)
- Periodic stack/effluent analysis by recognised labs
